8 vCPU, 16GB RAM, 4TB storage (SSD or NVMe), 10Gbps uplink with unmetered bandwidth.
To be used for a reverse proxy for video/media content.
Ideally, the provider should be able to disregard DMCA complaints.
Initially, 2 servers are required (must not be on the same host machine).

The Netherlands? The 10G could be shared; the budget is $100 per month.
@RoyaleHosting but 100$ unmetered 10Gbps with that specs are impossible. You need atleast x4 or x5
