There's a huge difference between 1 TB/month over a 10 Gbps shared port and a dedicated (3333 TB/month) 10 Gbps port.

A word of warning: According to HostDZire support, CPU steal of 15 to 20% is considered "normal".
For a bit more context, their own hardware or leaseweb?
I guess mine is a Leaseweb VPS. However, in my book 15 to 20% is never "normal". Also I have this VPS for well over a year now and it only is creeping up in CPU steal the last weeks. When pointing out what's happening, I got the "15 to 20% is normal" response. Which I think is crazy - no matter if it's a reseller or own VPS.
Yes its leaseweb ones, we cant do much about leaseweb vps, its not us who say its normal, its leaseweb who says in shared environment consider this normal. and at this point everyone knows about leaseweb vps steal time issue, still they find it cost effecting, price to performance is still better than others.

Well, being around this world for quite a time this is really the first time I come around the "LW thinks 20% steal is normal". And the response was from your support and not speaking about LW. Also, "normal" for me refers to "it happens all the time", and that wasn't the case with this VPS at all.
For now my best option is to hope that it disappears just as it came up - I'm not really looking forward to remove the VPS, have already been thinning out quite a lot lately.
There is also another reason, if your vps will use high CPU for certain period, leaseweb apply limit, due to which also steal time may show.
So if you reduce your CPU uses for sometime then limits gets removed automatically by lsw system.
But i totally understand the frustration, this is why i offer refund to client who couldn't manage in current performance.
