https://vps.tc has servers in Turkey and accepts cryptocurrency. They recently raised all their prices by 50% though and they're not the best or most responsive provider. CPU steal used to be extremely high but they've recently upgraded to Xeon Platinum and steal is less (but still uncomfortably high). Beware memory ballooning.

But... they do accept cryptocurrency.

Do you have any discounts for triennial plans or for a custom 1 vCPU, 1.5 GB RAM, 5 GB storage VPS?

Also, you say that Tor exits are "generally" prohibited, distinct from your list of "strictly" prohibited activities. What are the requirements to get permission to run a Tor exit?
