Atlanta is in my opinion always last if going against NY/NJ.
Personally I like Atlanta since my ISP peers to it.
True NYC/NJ (i.e., NYC != Buffalo) would win every time, IMHO; unless you need close to ATL for geodns purposes.
ATLANTA @ftpit would love it, and maybe optional network

It depends on where in NJ - it's pretty big.
