Looking for US Networking VPS - 1Gbps @ ~$20/year

Hi, I'm looking for a cheap fast internet VPS in the US.

Here are my specs and budget:

Storage: Minimum 10GB (HDD is fine, don't need SSD)
Location: San Jose or LAX (US)
Budget: Around $10~$20 per a year
Specs: More than 1GB RAM/ any CPU config is fine.

I will run my small project on it.

Let me know if you providers have active promos or can create a suggestion on it. thanks~
