I have this issue on at least one. There has to be some cron running that does this, I assume unintentionally. I reported it, but it was part of a report about contention on the node overall, so it probably got missed.

Väinämöinen got the PMSS updated and reconfigured.

I'm not on that node, but I'll grab a yabs of my pampers trophy and post is for comparison. The first thing I would do is submit a ticket requesting that your box get upgraded to the latest PMSS. There have been some recent bug fixes that should hold users to their IO limits more strictly. In general I see pretty similar performance to @stupidgenius considering the product types.
