in need of EU server with Rascom or Rostelecom upstream , minimum requirements are:
1-2+ gpu
2gb RAM
1gpbs+
1TB+ bandwidth
budget is $30
i have not so demanding requirements just need server which has PERFECT connectivity to AS206673 if you will look up on bgp

Not many EU providers peer with Russia these days, I'm not sure why.

Maybe https://vdsok.guru/en will work for you, they have servers in Germany. AS202831

Rostelecom has the MMTS9 datacenter in Moscow which doesn't have certifications and TIER level, hahahha
every week down time and power problems
also they use windows as "cold hall"
