US Based Server for Backup Mail Server/MX

Looking for a US based dedicated server to serve as a backup MX and status page should the primary server become unavailable/outages. Not being used for spam/bulk email purposes, but legitimate email and not an open relay.
As such, looking for clean IP space/reputation and at least:
Xeon E3 Intel server or better
32 GB RAM or better
2x1TB SSD (or NVMe) w/dram or better
/29 IPv4
/64 IPv6
rDNS and IPMI
10TB bw per month
Budget $50/mo
Server would be running Proxmox with OPNsense for firewall/WG, nginx VM and Mailcow.
