On the latency question: for bulk transfer to Chile it matters less than you'd think, but it's not zero. Single-stream TCP throughput is capped by window/RTT - Miami to Santiago runs ~120-130ms, NY adds maybe 15-20ms on top, LA is usually worse than both to South America (~150-170ms) since most Chile routes go through Miami anyway. So counterintuitively, Miami > NY > LA for Chilean users. If your transfers are multi-stream (rsync with parallelism, torrents, HTTP with range requests), the RTT difference mostly washes out and any of the three is fine on a 10G port.
Worth checking each provider's looking glass against a Chilean IP before buying - routes to South America vary a lot more between networks than the datacenter city suggests.
