Is there any way to achieve this kind of latency between the two? Like I've seen Zayo having this but I can't find any VPS that offer them.

    You need to provide more context.

    Can you provide test IP for both locations?
    Are you looking for vps in one of the locations or both?
    What is your spec requirements and budget?

    I already have a VPS at 165 Halsey St, Newark, NJ 07102
    IP: 146.19.172.5

    I was wondering is there was a possibility for me to buy any Chicago VPS to get those 14ms I am not really sure what I am doing I am asking because I don't really know.

    Sorry if it seems like I'm dumb I'm just tryna understand.

    No its not possible to achieve that latency because that is between direct connection between zayo routers on each side. Testing from a vps will give you more latency because it has to go through your provider router/switch and hypervisor. Even if Chicago vps provider has zayo as upstream, there is no guarantee it will use them. It looks like the best you will get is 17 ms.

    Running Globalping against every Chicago server shows 17ms absolutely lowest for reference @Danilo , you won't get lower than 17ms from NJ<>CHI
