EU VPS under $40 with RETN

bout to add some locations to my personal VPN so to have strong connectivity im in need of vps in and eu's country with RETN or similar uplinks which have really good route to Russia

minimal specs are:
3gb RAM
2 CPU
15TB bandwidth

budget is aroud $40 / mo

please do not offer some basic stuff à la alexhost, skrime and etc. ive tested these and dont have much to say about them, im looking for hidden niche gems

Veesp has single homed RETN in Sweden and Netherlands.

They also have Arelion/RETN mix in Latvia.
