Turkish VPS

I need a VPS in Turkey, preferably around $15 per year. The minimum configuration is fine since it will mainly be used for running a VPN, but stability is very important. Any good recommendations?

This price is indeed very cheap, but it seems like KYC (Know Your Customer) is required.
