Does it actually exist? I think what you are looking for is actually a free plan, with no SLA , I mean, at all.
I do have some €2/yr hosting plans with HostSlim. I don't know if they still have such offers.
if it is html only (no backend) just use netlify/cf pages etc

Try Northflank. You only need to verify a credit card to activate the Free tier plan. It provides two Docker containers, one persistent volume, and one database container. The US region is hosted on GCP. I've been using it for over a year and a half, and it's very stable~
