[EU] Looking for low-end dedicated / VPS for PCSX2 (PS2 emulation) with low latency gaming setup

Hello,

I am looking for a low-cost VPS or dedicated server in Europe for a very specific use case:

🎮 Main use case:
Running PCSX2 (PlayStation 2 emulator)
Occasional light retro gaming
Remote access via Moonlight / Parsec / Sunshine
No AI / no rendering / no heavy compute workloads
⚙️ Minimum requirements:
CPU
Strong single-core performance is important
Modern CPU preferred (Intel 10th gen+ / Ryzen 3000+ or newer)
4–8 cores are fine (emulation does not scale well)
GPU (IMPORTANT)

I am NOT looking for high-end GPUs.

I only need:

Entry-level GPU or APU iGPU with:
Vulkan support
OpenGL support
Hardware video encoding (NVENC / AMF / QuickSync)

Examples that would be fine:

GTX 1050 / 1060 / T400 / T600
RTX A2000 (even better)
AMD Vega / RDNA iGPU (6800H / 7840HS class if exposed)
RAM / Storage
16 GB RAM minimum
SSD / NVMe preferred
Location
Europe only (preferably DE / NL / PL)

The cheaper the better.

That GPU requirement will be tricky and/or expensive. Maybe some host would be willing to put a dusty K20X (not sure about vulcan) in a slot and pass it to a VPS for a little one time extra on a custom plan but in general i wouldn't expect a ton of affordable VPS options.
