Looking for exit node VPS for non-profit privacy services

Hi,

I'm running a Tor-like non-profit privacy service. My goal is to match Tor's functionality (excluding onion services, just internet access) but use the harder to detect Hysteria2 protocol to make it usable in countries like China and Russia where Tor is restricted. I've been running this for a while and have received positive feedback. However, hosting providers usually don't allow exit nodes for these services.

Our current strategy is using Leaseweb/Linode VPS as entry and relay nodes (since they don't seem to allow exit nodes), then connecting through Cloudflare Access (ZTNA+SWG) on second layer relay to access the internet and internal services. This meets compliance requirements but significantly hurts flexibility.

I've tested using AWS as an exit node (they are the only ones who explicitly said I could), but their pricing is unacceptable for a non-profit.

Are there any providers that can offer VPS for this kind of exit node?

My per-VPS requirements are:

  • CPU: 4 Cores (Skylake or Zen2 is fine)
  • RAM: 6GB
  • Storage: No requirements (we don't keep logs)
  • Bandwidth: 30TB/month or 200Mbps unmetered
  • Region: EU preferred, others okay (no Russia)
  • Network: Standard Tier 1 is fine since there's no direct connection to China; no need for expensive networks like CN2, CUII, or CMIN2.
  • Budget: $20/VPS per month

I will implement basic security restrictions (blocking SMTP ports, payment sites, and known C&C addresses from abuse.ch, etc.). I can't guarantee zero complaints, but I will handle them as quickly as possible if they occur.
