Didnt find Mexico in locations.
Go in datacenter and select South America. Then filter out Fortalezza, Lima and Sao Paolo. Leave only Santiago. Enjoy.
BTW check with their support about Windows part, as i dont use windows ever on vm i dont know if they allow or not.
EDIT: they have win logo at the operating systems section.

That would be the case, if you provide vps in Mexico. Since you don't have that location, is not promotion at all. You can just help another member, as we helped you.
