If it's a scam, they're asking for trouble. People could start ordering the boxes and sending them rocks to rack up a shipping bill.
This idea has potential, but there is a possibility it may be a scam.
However, if you have access to affordable electricity, there could be a business opportunity. It doesn't necessarily have to be a data centre; what is important is the ability to assign IP addresses to all the devices you plan to connect. Rent cheap unmetered VPS with multiple IPs, set up a VPN and routing, or alternatively, operating solely over IPv6.
With reference to Hetzner, I am curious if that was the intended plan. The IP addresses utilised would seem to belong to Hetzner; however, the laptops would not necessarily be located within the data centre. I believe that whoever is responsible for this may not own their own IP block or ASN, so they would need to explain the use of Hetzner's addresses in some manner.
