I remember @PulsedMedia have their own servers within Finland, so maybe that can help as well?

Hi,
https://layer7.net/cloud-server
choose the CPU you want, configure the server and get it as test server first to test network and hardware.
If you like it, simply upgrade the test server to a paid server.

Sorry, I can't accept that there is an additional charge for choosing a geographical location.
Why is that a problem if it's still under your budget?
What's wrong with the budget? You can jump high on the machine configuration instead of adding extra cost by choosing a location. At the same time, the location fee is charged monthly instead of one-time. It costs more to configure than hostbrr or l7
What? I don't understand why you mentioned l7 (I assume you mean layer7) when you seemingly declined their offer?
You wanted: 4 cores, 8GB+ RAM, 120GB storage, 1-10Gbps for max €15.
Rabisu: 6 cores, 16GB RAM, 120GB storage, 1Gbps for $16.88 (~€14.67).
That's higher than your requirement and still within your budget.
