    DDoS protection can involve mitigation against certain types of Layer 7 attacks. Though some Layer 7 attacks are much easier to detect and filter than others.

    DDoS as well as spam is business it involves people spending on both ends and middlemen gaining money. Therefore, while not allowed technically, will go on forever. It is same as drugs, the middlemen and their protectors make good money the source and destination live a life of misery and more often than not, die because of it.
    In the case of drugs, the laws are used to leverage many times the profits, while on DDoS, the laws are not used to do the same.
    There are many issues with these things all leading to a police state. The drug control means a lot of money are sent towards surveillance and fat corrupted officials, with the internet "protection" money are sent to surveillance and other fat corrupted officials. In the end the people in power and their cronies profit, the world at large suffers. It also creates a mafia which in turn is used as a scare to vote more money to the officials and mafia by being "tough on crime".
    Drugs will happen, DDoS will happen, we must live with it, but at least should avoid making the problem bigger by passing unrealistic laws and expecting unrealistic results while infringing on fundamental rights.
