VPN Question

When using VPN services (IPsec, IKEv2, and L2TP protocols) on a VPS server from the Akile cloud service provider, I am unable to establish a connection, even though the server is operating normally and the relevant ports are configured to be open.

ACCEPT udp -- 0.0.0.0/0 0.0.0.0/0 multiport dports 500,4500

Status: inactive

When using a port checking tool, it shows that ports 500 and 4500 are refusing access.
Could you please provide a solution or an alternative plan? Thank you very much.
