Min. 1 vCPU, 1.5GB RAM, 10GB storage.
Min. Interface 500Mbps, 500GB bandwidth
Budget is at discretion.
I've looked at DMIT and Bandwagon, if there's no better options i might just toss a dice and decide between these two.

These two are already the best choices.
We don't have Japan with China Optimized line. But if you or anyone need Tokyo VPS you can give it a try
