What should OP have done? If he was charged twice and told by you that you had only charged him once, should he have not disputed the second, ostensibly mistaken charge? What exactly constitutes customers "like him"?
The fee varies depending on the seller's reputation and the percentage of disputes.
He only made one payment, filed a claim three months later, and received a refund. He wants to pay again. We will not accept him as a customer again.
Are you saying that he is lying about having been charged twice incorrectly? If so, why do you think he is lying (as opposed to there having been a mistake made somewhere)?
I get that it's frustrating to have someone initiate a chargeback both because it's costly and harms your standing with your payment provider, but isn't it possible that you both got screwed over by a mistake or misunderstanding?
I think it's commonly understood that if a customer issues a chargeback he burns the bridge to his provider.

Yes, he's lying. The only payment he disputed on PayPal was refunded three months later when he opened a dispute. Proof was attached. If he made a second payment, he should have opened a dispute and it would have been refunded immediately, but that didn't happen.
Why didn't he attach screenshots of both payments? He doesn't have them.

@MetalDragon It would certainly help your case if you could attach a screenshot of both payments with minimal redactions, if you do actually have them.
Obviously there's a big disconnect here because the customer is claiming there were two charges but the provider is claiming there was only one charge.
We have attached screenshots of the payment received (the user changed their name before opening a dispute on Paypal). LET does not allow me to publish personal data, but if required, I can send an administrator original order and how you changed your name and opened a dispute.
I think it would be fine if you published it with personal data removed.

I know It's late. But here I'm to clarify. I still don't know if it was my bank's issue or something else. Same thing happened with my domain provider related to this hosting. Today I got this email and I'm more than happy that it was resolved. I believe this was a paypal issue. Spaceship handled it very well. Here's what called professionalism. They listened to me and handled. I've got my domain back. And yes silly com bye bye. Here this will be an example on how you handle things. I hope you and your stuffs grow up. One more thing, your refund didn’t arrived in my bank. Ask your payment processor for accurate documents that they refunded me or your ex client.

And one more thing. The members here saw how he handled a client’s privacy. It's better to ban this provider. I wish I'd take legal actions but just don't wanna waste any more time on this shitbag. Already lose my data. Time is more expensive. I hope people here avoid this one.
