Looking for VPS to host a game server

Hello, I'm looking for a VPS to host a game server for SCP:Secret Laboratory.

Requirements
1. 2-8 CPU Cores (would prefer dedicated if possible, but shared can do)
2. 8-16 GB Ram
3. 10-100 GB Storage
4. Low latency to Romania — please provide a test IP or ping results to a Romanian provider.
5. Good Network Stability (no random ping spikes, etc)
6. Decent Anti DDOS Protection

Optional Stuff
1. Providing YABS
2. NVMe/SSD Storage
3. Unmetered or high bandwidth cap
4. 14-days Refund (just in case)

Budget: 20-40$ per month (could do more but at that point I would prefer just buying a dedicated server)
Please note I may not be able to purchase immediately, but I am genuinely interested.

Sorry for not being active in this thread, anyway I want to make a few modifications (I might even make a new request thread or wait until a offer thread).
First the budget is fixed around 35$ max.
Second when I meant low latency ping, I meant ping under 20ms.
Everything else stays the same.
(Also I did look at a multitude of romanian providers but didn't find any of them who have a good pricing)
