@AlbaHost has around 0.5ms to that IP in their Advanced Line (Frankfurt):

They have VPSs in this loc, but you'd have to ask to be deployed specifically there.

Other providers include Leaseweb (0.87-0.96ms) and @v3ng (v6node - 0.78-0.84ms). I have a few other choices, but they're slightly over 1ms.
