VPS w/ dedicated cores for gaming server in Europe

Hello,
I'm looking for VPS offers to host a game server for a fairly old game that utilizes only one core. This means I need a host with decent single core perfomance, RAM is not as important.

Requirements:

• CPU: 2 cores (perhaps Ryzen?), at least one of them guaranteed to be dedicated and have performance that is comparable or better than my current configuration (2k single-core performance in GB6).
• RAM: 2GB min
• Storage: 40 GB SSD min
• Location: preferably Germany, but can consider Netherlands
• Network: 1Gbps+, DDoS protection is welcome
• Budget: Under €20

I don't consider Hetzner/netcup/Vultr/BuyVM because of certain reasons, unfortunately.
