Burst, URPad and VPS6 have LA nodes, AmeriNOC and QuickPacket have SJ nodes, and Up2VPS have Seattle & LA nodes.

They seem to have incredibly good hardware, have a look at the reviews on freevps.us if you need any proof.
Then again, I do have a KVM with Tim in LA - Rock solid.

prgmr is a little bit on the expensive side.
RAM Host does some LA KVM nodes (that's West Coast, right?); they have IPv6, I believe they allow IRC, but the disk space is a bit on the low side: http://www.ramhost.us/?page=vps/kvm-los-angeles-west
I haven't used their LA location, but so far I have good experiences with them.
Same here, their LA location is very good now after solving some minor problems.
@joepie91 it helps to recommend a host that hasn't been sold out for months :P
They do actually restock quite frequently, not sure if that also goes for their LA location though.
Check the product page every Saturday, they did release stock recently.
