OVH should have $20/month E3v5/v6 on both coasts. Psychz will have $20-$30 depending on promos. They had a $15 Atom (but that was a true shitbox).
ReliableSite might still have $19/month intel shitboxes if you're willing to stomach 5TB monthly bandwidth but don't expect much from the CPU.
Smarthost used to offer E3v3 for $20/month on black friday but they are probably OOS now.
ColoCrossing and SolidVPS each offered sub-$200 yearly servers of the shitbox variety quite frequently.
I have two < $120 intels rom CometVPS as well.
You are really spoiled for choice here, as long as you use the search function. Don't pay $30/month for a CPU that's old enough to drink.
This budget still offers plenty of options.
