This plan offers speeds of up to 1Gbit/s up to a limit of 2 TB. Once this limit is reached, speeds will be throttled to 5 Mbit/s for the remainder of the month.

I was thrilled to see 8.74 for this server in SG but while checking out it clearly says 19.23... this is beyond reasonable. 13EUR premium on a 9EUR VM is not justifiable. I'll pass.

Why is Singapore a popular location?
It's in Asia with reasonably good connectivity and isn't in China. (If you want a server outside the GFW, while Hong Kong technically qualifies it's still under Chinese jurisdiction)

Why can Oracle offer 10 TB of free bandwidth per month for their free VPS in Singapore?
I'm currently using a free tier ARM VPS there as a VPN, and even though I only use around 10 GB per day for VPN traffic, 10 TB is truly excessive. But 10 TB is still a huge number, especially since it's a free VPS.
Because they desperately want huge companies to use their cloud service, and huge cloud companies will spend very large amounts of money. They don't care about individual customers, we just get lucky and get to use a free tier.
Oracle Cloud's site used to ask me to please upgrade to a paid plan, and I tried to do so just to see but the link had an error. I contacted support in multiple ways and they didn't give a shit, they wouldn't help me give Oracle money because I am just one person, not a huge company.

well yes, its on the todo but choosing the right partner here is not easy as i require actually a high level of professional and reliable cooperation. Providers like hetzner for example would not qualify for this. And i have to fight enough with too fast growing in europe and being actually quiet happy about exploding hardware prices so i can easily justify why everything is now becoming super expensive or simply not available == less orders == less work == more time for family == less loose of sanity
So more relax time finally after too much growth/work in the past months...
