The main reason for not having zero is that it gives you some breathing space in the cases when you do actually run out of memory. The machine slows down suddenly as it's swapping, and there's a short window of opportunity to log in and kill the job before it properly OOMs. And honestly, the linux kernel used to be very bad when there was a real OOM, although I think it's saner now.
The second reason is that there's a lot of stuff that doesn't need to be memory resident. Lots of processes are started up at boot-time and hang around even though they seldom need to be paged in. Having some swap allows them to be paged out and more useful stuff to be done with the memory, like acting as a disk cache instead. In this case, that hasn't happened as my database working set is pretty small, so it only needs a few GB. But on machines with only 16GB, it's definitely useful to have 1-2GB of swap even if you only "need" 8GB of resident processes.
