need a VPS in Europe for high bandwidth VPN server

as the title says, i need a VPS in Europe ( preferably in Germany but other locations are ok too ). i need at least 3 GB of Ram and 3 vCores CPU. for the bandwidth, i use 35TB Upload + 35TB Download monthly. i don't use the server's port 24/7 but at peak it would be 300Mbit/s. if there's any VPS with dedicated port speed ( like Netcup Root Server which you can use 300Mbit/s even if you exceed fair use ) it would be even better.

since it's Ryzen 9 9950X, even 2 cores would be enough. can i use HR-2 plan for this amount of traffic?
