Is RevolutionHosting still alive? They use(d) servereasy, which have nice upstream via TI Sparkle.
Otherwise look here: https://bgp.tools/as/60798#downstreams e.g. vhosting srl (unknown to me) uses servereasy.
And: have you checked Arubacloud? There was a time once when they had cheap vps and I would bet that they have ti sparkle as upstream as well (too lazy to look it up).
Ah wait, servereasy itself is doing vps, starts at €5 so, so slightly above budget. But I would give them a try. In Milano, great network.

Pretty much any provider in Italy has TI in their network. It may not be direct downstream
OVH just opened up Milan vps which has direct upstream to TI.

4vps uses Servereasy.

Seflow/Arubacloud has direct upstream to TI.

One of less well known Italian providers called vps-green.com. They connect to TI through a local ISP. I've used them before they are pretty good.

I assume its an IP address, looks more like 'ISP IP' and comes from Italy.

Thanks for all the suggestions.
Not able to get a sub 100ms to any of those, OVH is routed via Germany as well. Checked Aruba, they start at 13 EUR/m.
Actually this is just to get around a routing issue with my ISP. It's gotten painfully bad, earlier I could get 80-85ms to SG, now it's a minimum of 100ms via China Mobile with Packet loss as well.
My ISP seems to be downstreaming directly from 6762 somewhere in southern Italy, and I'm able to get close to 85ms.
I did some digging around yesterday and have shortlisted a few providers
BakkerIT ( shout out to @RickBakkr ) - great network, I'm getting 110-115 ms lowest to NL, and it seems to be working with my ISPs shitty routing profiles very well.
Melbicom - starts at 3.9EUR for Palermo and getting ~85ms.
Ouiheberg Marseille - ~105ms, but still there seems to be some level of Packet loss.
Will do some more tests and get one.

So if you are looking for best connection on sea cables to Asia, Palermo might be good spot. As is Marseille and Milan.

Are these the ping times towards your ISP in Singapore or am I misunderstanding something here? Because 105ms from Marseille looks quite mpossible. These look more like latencies towards Dubai before the cable cuts
Seflow seems to use Aruba DC2 in Italy. What about DC1?
You can resolve admin.dc1.arubacloud.com for getting IP prefix which has 6762 of downstream .
