Check out Contabo - nothing beats them in STL based on our experience. We hosted latency critical map scanners and it worked very well.

That being said, if Kansas City or Chicago is an option for you, a lot of bucks can be saved.

Latency to that IP is kind of all over the place from our Chicago POP (between 12 and 25ms, average is around 20ms). It kind of looks like it might be hosted on someone's home ISP connection. You can run tests from our looking glass at https://lg.ord.quickpacket.com.

Can do it, but soldout on these specs in this location, only have some E3 there at the moment, PM if you are interested
