Cheap dedi/VPS in EU for private IRC bouncer/VPN/seedbox

Could anyone point me to something, please?
I'd like to pay as low as possible, and, well, 20-30$/m is my max. However, lower pricing will be better.

P.S. I am aware of cheap dedis in EU (kimsufi, online.net, firstheberg, digicube, hetzner, and probably some others), however, I am not sure if any of those allows torrenting, so any advice would be appreciated. Also, it's possible, that I've missed some other offers, so that's why I am asking help of community.

all you mention was allowing torrent, i'm currently running seedbox on kimsufi and online net
Online.net allow torrent (used it before for a seedbox)
