any OVH reseller any other way to get OVH account?

Nobody is forcing you to use OVH. You either give them your ID or pay markup to an OVH reseller.
Oneprovider has some OVH dedicated servers in their "Lille" location (I'm not using them).
Did you put in fake info or use a VPN? They will do KYC if you use fake info/VPN.
If OVH is asking for your ID for verification, they probably have a good reason. And when you say you are 'based in the US', it sounds like you may not be originally from there. So if your details don't align with what they're seeing on their end, that could be triggering some red flags.

Nah I don't resell OVH systems. Not worth my time. (Edit: I don't sell VPS on OVH now, if this is about VPS and not dedicated servers)
