+1 for @HostDoc , very stable in Lagos so far.
If you consider Turkey as West Asia, @tarisu is a solid option for a VPS in Istanbul ($3/m).
There are some russian hosts too which offer cheap vpses. @zGato has a lot of them but I'm not sure if russia can be considered exotic or attractive.
I'm pretty sure there are no "affordable" options in central america but I would love to be proven wrong.
Please remember exotic locations are usually limited in some capacity - either expensive (most likely), low bandwidth, bad connectivity or old hardware. You may want to up your budget a bit or reconsider if you want to spend money on them
Apart from that, have been some threads like yours on LET already, also pretty recently. Have you tried doing some research first?
