Looking for cheap vps

Hi, I'm looking for a VPS that I can use for self-hosting private instances of software I regularly use, e.g., FreshRSS, kavita for reading, private git repos.. etc.

My budget is $5CAD a month, not strict and I can go little over if necessary, with the following requirements:

• 2-4 vCPU
• 8GB RAM
• Has a location in east Canada or US, preferably new york or toronto
• 1 Ipv4
• 25GB NVMe
• I also need the option to add additional HDD storage (for CHEAP) very easily if needed later on, since I might want to use this server for other stuff too later on

Also I would really like a provider with a proven track record of high uptime and reliability.

That's $4 USD/mo for 8GB RAM. not even netcup, combaboo, etc come close.
