Why not just use something like s3fs, and mount a backblaze b2 bucket? 1TB would be ~$6/month, and you can mount it right on your PBS, no local storage persistence needed.
I'm using PBS as docker image on storage VPS
PBS 4.0 supports native S3 saving now
