I'm looking for a storage server
High-capacity VPS (or with attachable block storage) or dedicated server
Total 20TB (SSD) required
Around 40TB of daily traffic
Budget: $100 - $150
Provider's bad history doesn't matter, an SLA of 95%+ is fine, can't be offline frequently.
Preferably in the US.

Your OSS traffic is not enough.
We could do a dedicated server with SSD-caching, if this would work. However, that would be in EU.
Are you referring on port speed? we can do 4 Gbps~ or up to 10 Gbps.
I'm not referring to the speed. The issue is that your traffic is billed at three times the amount of your storage, and my daily requirement is 40TB of traffic.

Unlimited is capped at 1 Gbps which is too low for your requirement, unfortunately
so 1200TB of traffic per month? Plus 20TB of SSD space?
You missed a x5 somewhere in your budget calculation.
It would probably be better to distribute the job onto several servers, e.g. 3 dual xeon e5 2690v4 with four ssds 2tb each, so 8tb in raid0 per server) and the right code for a double bandwidth offer from @1gservers... to up the bandwidth from 200tb to 400tb on 10g per server. That setup w/ three servers might end up with a total bill of around $500 to $600.
But I also doubt that any servers latency in the US or europe would deliver what you want if china is the target market...
