The reason I'm asking is that I was actually quoted a much lower price by one seller. They offered a Cogent IP for just $12.22/month, which, to be honest, seemed too good to be true. That's why I don't fully trust that offer.

So why didn’t you choose his service? If he can offer you a price lower than $20–30 per year, I bet you won’t find more cheaper. Also, not all Cogent IPs are recognized as ISP; some IP addresses assigned to downstream providers are recognized as hosting.

It doesn’t have to be from an ISP, but I want the IP to be clean, with a cleanliness score of around 10. Do you have any niche providers offering this type of IP?

You cannot accurately judge whether the IP is clean or not, because each database detects it in a different way.

We might be able to provide Romanian/European ISP IP addresses, "residential" as you call them, but the budget is too low for this kind of services. $20-30 USD is the monthly price. These IP addresses are hard to find. Or you can try looking for some mobile proxies, but they might get more expensive than that.

I need a U.S. IP address that is relatively clean, with a cleanliness score of around 10, and not one that has been abused.

In this case you'll need to take a look into our 4G Mobile proxies. They are real phones with real mobile IP addresses. Is the best you can get!
