Windows not wanting to use all cores?

VPS specs: KVM VPS, 9900X, 350GB NVMe, 16GB RAM, 6 cores.

I want to install Windows 11 Pro because the software I'm using won't work on any Windows Server installation.

I reinstalled my OS to Windows 11 Pro using this reinstall script.

When I check Task Manager, I'm only allowed to use 2 cores. I tried to enable the other cores, but they don't show in msconfig when I try to enable them. I can see all 6 cores in Device Manager under Processor.

So, I decided to try Windows 11 IoT Enterprise LTSC, and that shows 4 cores. Huh? It still doesn't let me use all my cores.

Then I decided to use the same reinstallation script to install Windows Server 2025, and see if the cores showed up as 6, which it did.

Has anyone else encountered this issue? What am I doing wrong?

    how many sockets in task manager -> performance -> cpu? should be at 1 if VM is configured correctly

    Probably just need (the host) to set the cpu topology correctly on the VM config.

    I had this issue with Netcup. Windows only supports up to 2 sockets for it's normal OS, and up to 4 sockets for it's Workstation level OS. However some providers seem to emulate the CPU as 1core/socket and just put as many sockets as the core count.
    The best way is to contact your provider and ask them to emulate as a single or dual socket CPU/motherboard

    completely unrelated, however just seeing your icon reminded me a playing Sega when I was younger, sonic was fun, but also loved Streets Of Rage series. Awesome awesome.
