Yeah. I'm 99% sure this guy either doesn't know his needs or is playing a prank. 20$ a year? Impossible. 20$ a month for that - for sure.
If you're serious and want it just for a VPN to download stuff - us and quite a few others will be ignoring notices that don't apply in our jurisdictions.
But -
1- You won't get for 20$/yr.
2 - You won't get 10gbps UNMETERED - that pipe from any tier1 or ixp will have costed the host 1700€ a month. Even if you find one advertising it, max it our for a few hours and see how fast they react.
3 - You aren't gonna get 4gb of RAM as it the most limiting factor on any VPS host (fully dedicated, preallocated, very tight fit etc).
Your requirements sound more like you want a public VPN provider like Proton - not a VPS.
If you're running just a VPN or Proxy, your 4g ram doesn't make sense as it's way more than OpenVPN, Wireguard, and a proxy would ever use.
They cannot give you a residential 10g IP connection either for 20$/year because someone has to pay the isp for that line. And it isn't 20$ a year for a 10g connection anywhere in the world.
You can't get 2 CPU and 4gb ram with unlimited bandwidth on 10gb port for 20$ yearly even in black Friday, it just don't work, increase your budget

Would a NAT VPS server located in France with 1Gbps unmetered bandwidth work for you? Khanwebhost provides one, and it’s around 350ish kilometres away from the UK. It costs around $7 per year. Since you’re only using it for a VPN, the NAT setup should be fine. It doesn’t meet your RAM and CPU requirements, but it’s more than enough to run a VPN server. You won’t be able to download public torrents, though. I’m not 100% sure if they have a hidden fair use limit, and if you can actually use 20 tb per month.
