i will never get why outside of US anyone would comply with dmca.
Because what anyone here calls "DMCA" is in fact intellectual property laws in general, without being related to any specific jurisdiction

Both Netherlands and Romania have local copyright laws which they apply to international works as well as being in the EU which also have strong copyright laws so according to your logic you shouldn't bother using any hosts in those counties either 👍

How many cases of someone being fined/sued for downloading movies in the Netherlands and Romania do you know about? What about Germany?
Exactly. We have copyright laws but ISPs and hosts are protected here in Europe. The format to request takedown is different than DMCA and usually requires a court order. So in general, if the host knows the laws at all, in Europe they don't have to comply with DMCA takedown notices. The person that holds copyright should go to a local judge in that country and get an order and then present that to the host. Which almost never happens unless it's a bigger player like a live streaming website with all the content hosted directly.
The problem is that most hosts just don't want to bother with ignoring it, possibly getting served with court papers, etc. Personally, here in Albania, I say let them try. It's expensive to even file a suit here and the judge would only order taking down the content to the ISP anyways, not monitary damaged from ISP side as ISP is not the one that's doing the infringement.
