I'm in a particularly autistic mood right now, so I went through the EU list of https://bgp.services/ Obviously not definitive, but looks like your best bet might be to find someone selling VPS off the below network... Otherwise you may be SOL

lagrange.cloud has GSL as an upstream (from BGP.Tools Connectivity Info)
I know Nate for long time. Great guy - 1000% recommend Lagrange. They are the best in the business and yes - they use GSL and have EXCELLENT DDoS protection. We used to have a setup with him in LONAP and all. We got POUNDED with DDoS from some clients that didn't believe the DDoS protection claims and wanted to test it themselves. The host node usage on his end never showed over 100mb/s and what did come in was over IXP not GSL. So definitely the best in business. If you have your own IPS and ASN and all, you can tell him not to route you into IXP and ONLY over GSL and he will do it. Then you'll be fully under GSL and protected.

We don’t have GSL as a direct upstream.
However, our EU network is connected to AMS-IX with 100G uplink, where GSL and many other peers are present, so depending on announcements and routing, GSL traffic might still pass efficiently through it.
If that suits you, of course.
BGP-enabled VPS is available - just drop a ticket or choose BGP during the configuration page.
