I have a free vps I won from RackGenius [rebranded from SnakeCraftHosting] they have VPS's at Michigan location and they promise 99.95% SLA. Maybe look for the 4GB value vps or open a ticket for custom deal

I don't have any MI or OH VMs but I have a Las Vegas VM from Hostodo and a Dallas VM from Linveo and I have no issues with them (FYI - my main use case is idling and a few network tests on the side). I've barely needed support from either of them and in general they've been quite dependable and available for me - so no complaints.
@SmartHost has a Flint location as I recall.
