Forex Brokers tend to have their servers in Equinix's NY4 data center, so for the lowest latency you'll want a VPS in that DC.
That's premium colocation so you're unlikely to find a host here, but with $500/year you'll find something with one of the specialist hosts that are paying extra to be in that DC.
