Thats because there's an LA version for the same price, but sold out, so the SLC one doesn't seem as attractive. If the SLC one was a bit cheaper it would probably sell out just as fast.

The only downside is i'm interested in Europe not US
RX 9070 XT is an amazing GPU (I have one) but you'll probably struggle to find it in a server compared to the NVIDIA cards. If you find one with an RX please share what you find.

Both locations basically serve each other, our LA PoP is directly connected to SLC and vice versa. Its our general 9950X package promo and we had less machines available in LA than in SLC. There is currently one available in SLC until the next hardware batch arrives.
Its a very good deal! We add inventory to the site as new hardware is racked and brought online. Was sold out a few days ago, we added one just now and it can be configured with a RTX 4090.
