Looking for CHEAPEST VPS

Sorry for my poor English — I’ll try my best to explain clearly.
I’m currently looking for VPS offers primarily to host small web apps and Discord bots. My budget is strictly no more than $15 per year. Please don’t recommend providers that tend to raise their prices after the first year — long-term stable pricing is important to me.
My preferred specs:
CPU: At least 1 core (2 preferred)
RAM: Minimum 1.5 GB
Storage: Minimum 15 GB
Bandwidth: At least 1 TB/month
Port speed: At least 500 Mbps
IPv4 required (IPv6 is a nice bonus)
It would be great if the provider is trustworthy, has good support, and doesn't experience frequent downtimes or maintenance.
Also, are there any websites or platforms that regularly track and list the best-value or ultra-cheap VPS deals that are currently in stock worldwide? If so, I’d really appreciate it if you could share them.

Remember, you get what you pay for so better set your expectations real low too and not only your budget.
Good support and $15/yr don’t match. You should expect to fully work out issues with your VPS without support. One support ticket and the provider already lost money from your purchase from paying the support tech to answer your ticket. Having said all this, I can vouch for @ManishPant @kuroit as a reputable provider.
As for your last point, check back this site on Black Friday when ultra-cheap deals drop from reputable providers.
Take regular backups of your server (backing up to your local PC is fine) in case there is a prolonged outage.

Not an option for OP as they don’t want price hikes after a year.
Then after a year just move to a different provider who offers a loss leader deal for a year?
If you think about it, AWS offers Lightsail VMs up to 2vcpu 2gb ram 60gb storage and 3TB iirc data for free for the first 3 months. Literally nothing stops you from registering a new account every 3 months and getting another 3 months of free tier and moving your stuff over there. That is if you don't actually value your own time, but at this point it's a given.
This is why I don't really understand why a lot of people want recurring deals. If I get a great deal that is clearly a loss leader for one year, during that one year I can either decide to take my shit elsewhere, or in case I'm satisfied with the quality of the services I might decide to stay and actually spend money on what I use because atp I know the price is worth it.
I agree with all your points, but I don’t think the OP shares it. They just want the cheapest forever.
