LF Dedicated server host - EU

I’m looking for a dedicated server provider in (or near) the EU that can meet these requirements:

1. I must have a Mellanox ConnectX6 or ConnectX7 NIC, an AMD CPU, similar to but newer than the ryzen 5950x, at least 64Gb of ram, and a 1Tb NVMe SSD.

2. I must have at least 250Tb of download bandwidth (unlimited is preferred) with at least 5Tb of upload bandwidth.

3. I must have a minimum of a 25Gbps networking port (or a minimum of a 10Gbps port with burst access to 25Gbps or more. LACP works. The larger the port size the better).

4. You must guarantee to me that DDoS attacks will never saturate my entire port, and that at no point in time will I ever see more than a specific amount of packets per second (the specific value depends on on the port size & CPU).

5. Under no circumstances should legitimate connections, packets, or IP addresses be dropped/blocked—only attack traffic should ever be mitigated. You should of course have a good amount of DDoS protection capacity.

6. I need a /28 range minimum. No IPv6.

I will be handling my own application specific DDoS protection on the server and I will be running proxmox. My budget is $500/m, this will be a long term project.

IF NEEDED I can pay quarterly, but I would prefer paying monthly.
