For 2M daily visitors, use a high-end dedicated server (Xeon/EPYC, 64GB+ RAM, NVMe, 10Gbps). Set up S3-compatible storage (like MinIO or Wasabi) for media. Use NGINX or LiteSpeed with Redis. Since you're open to paid setup, a server expert can handle the full configuration. Let me know your budget and location for suggestions.

Is this current setup running into issues for your traffic and you're looking for something in between the 7950X and Genoa EPYC's? Have you looked into load balancing between multiple servers?

350w is becoming more common than you think. GPU's are really adding to modern data center power consumption.
Visitors or requests? Major difference; requests are the relevant unit and guessing them from "visitors per day" risks to be a lottery.
Besides, I don't think that Wordpress is the best solution for a relatively massively visited site.
Another remark: if your traffic pattern is even just somewhat in the normal range, i.e. mostly reads and few writes (e.g. comments, etc) then a cache (like valgrind) could greatly help.
That leaves quite few locations (and "dcma ignored" isn't a reliable bet anyway IMO).
Oh, btw, even with 20 mio requests per day any decent 16+ cores, 128+GB dedi with fast disks and sensible config should do the trick (I personally would budget half of that). In other words: you should think twice (and then a third time) before buying a dual 32 core Epyc monster. Just saying.
What kind of wordpress websites are those? A Woocommerce site would be completely different from a BuddyPress or a WP blog site in terms of the hardware requirement and optimization strategies. You'd need to plan according to your specific site types, especially at this visitor scale.
In general for DMCA ignoring, you tend to pay a premium at the host companies.
If you really in need for EU hosting, just get a AX162-R from Hetzner. 48 Cores of goodness.
Just setup proxies in between:
Hetzner > Strato/Netcup/... whatever 1 ...3 Euro VPS's > cloudflare < Client
0% chance that your ever in any trouble as long as you secure those origin servers, to be accessible by your proxies. Aka nobody can accidentally discover what your hosting. Companies like Hetzner know that there is a ton of stuff running on their servers that breaks their TOS, but as long as nobody complains with DMCAs, they can turn a blind eye. They only react if you expose their servers IPs to the internet directly and get a complained.
If your in need for DMCA ignoring services, you need to get better at the game.
