It's plan shared hosting. You don't get SSH access.
According to the feature list you get SSH access. It is the binaries you have access to and the nature of chrooting is what I want to know.

Hetzner’s shared hosting (e.g., Level 9) offers SSH access for tasks like file management, compiling software, and cron jobs, with some limits on long-running or resource-heavy processes.
DreamHost’s shared hosting (e.g., Happy Hosting) also includes SSH, supports Git, multiple PHP versions, cron, and unlimited MySQL databases.
Both offer similar core SSH features, but Hetzner may be more restrictive on resource usage.
